Four things we hear on almost every first call in this sector. If two or more sound familiar, the fix is usually structural rather than a bigger budget.
Before a solicitation exists there is a sources sought notice and a contracting officer deciding whether the work can be set aside. She searches SAM.gov and the Dynamic Small Business Search, then opens the websites of the firms she found. A site with no UEI, no CAGE code, no NAICS or PSC codes, no socioeconomic status and no named point of contact has failed a test it never saw being marked.
The Department of Justice rule under ADA Title II sets WCAG 2.1 Level AA for public entity websites and mobile apps, with larger entities held to April 2026 and smaller entities and special districts to April 2027. Federal buyers apply Section 508 to what they procure and ask vendors for an accessibility conformance report. An overlay widget answers neither of them.
Agendas, minutes, budgets, rate schedules, bid packets and eligibility rules get published as PDFs — often scans, often untagged, often named agenda_final_v3. They do not surface in search, do not read on a phone and do not survive a screen reader. The visible cost is a records queue full of requests for documents already on the site, answered by hand by a clerk.
Small business liaison officers at the large primes build teaming lists by filtering NAICS code and socioeconomic status, then open the websites of whoever survives the filter. If your 8(a), HUBZone, SDVOSB or WOSB status, certification dates and contract vehicles are not stated plainly, you are not on the list — and around Fort Bliss and White Sands the subcontract is usually the way in.
Staffing a contract at Secret or TS/SCI is harder than winning it, and the careers page is where that either works or does not. Roles posted without the clearance level, location, shift or polygraph requirement pull applicants who cannot be hired, while an already-cleared local candidate compares three postings and applies to the one that told them something.
A boil-water notice, a wildfire, a flash flood in the arroyos or a bridge closure puts more people on a public site in an afternoon than the whole of the previous quarter. Statutory posting duties do not pause for it either — the agenda still has to go up on schedule, in a form the public can actually open, while the phones are ringing.

We Publish Nothing That Should Not Be Public
Capability pages, project descriptions, staff biographies and photographs go through an export and operational security review before anything is posted. Technical data under ITAR or EAR, controlled unclassified information and customer detail nobody has cleared for release do not belong on a marketing site, however well they would read on one.
Accessibility Is Part of the Build
WCAG 2.1 AA is designed in, tested with a keyboard and a screen reader, and documented in a conformance report you can hand to a buyer. We do not install an overlay and call it compliance — overlays have attracted complaints of their own, and a buyer applying Section 508 asks for the report, not the widget.
