Partly it can be fixed and partly it cannot, and it is worth being straight about the ceiling. Proximity between the searcher and your verified address weighs heavily in the map pack, and as a service area business with a hidden address you are still judged from that pin. What helps: a genuine page per city with permit office, utility and housing-stock detail, an honest service area setting, reviews that name those towns, and paid coverage where the map will not reach. What does not help is renting a virtual office — Google removes those profiles, and a suspension costs far more than the gap did.
